After two years of criticism that President Bush had failed to honor his pledge to be "the education president," he has finally sketched his vision for improving American schools. Now Bush must prove that his answers are feasible and fair.

Bush envisions a profoundly altered educational landscape. For the first time, American schoolchildren and schools could be ranked by how they measure up against national standards and national tests.
